Amendments to the PayPal User Agreement
Effective November 6, 2023 (Residents of the countries as listed below):

  • Residents of the Republic of Korea: We are introducing a new fee of 5000 KRW under the heading “Bank Return on Withdrawal/Transfer out of PayPal” in the Consumer Fee Page and the Merchant Fee Page.  This fee is charged when a withdrawal/transfer out of PayPal is attempted by a user and it fails because incorrect bank account information or delivery information is provided.
  • Residents of Chile, Costa Rica, Dominican Republic and Peru: We are increasing the withdrawal fee for withdrawals from a PayPal account to a US bank account from 0.5% to 3.00 % per withdrawal.
  • Residents of El Salvador, Panama, Ecuador, Uruguay, Oman, Qatar, Bahrain, Georgia, Mauritius, Serbia, Moldova, Egypt, Albania and Kuwait: We are increasing the withdrawal fee for withdrawals from a PayPal account to a US bank account from 0.0% to 3.00 % per withdrawal.

Changes

We’ve made changes to the agreement listed below that governs your relationship with PayPal. These changes took place by operation of law on 1 January 2023.

 

Amendments to the PayPal User Agreement
Effective 1 January 2023:

  • Due to Croatia’s currency changing from the Croatian Kuna (HRK) to the euro (EUR) from 1 January 2023 by operation of law, references to HRK in all our terms and conditions will be deemed removed and replaced by EUR from this date.

Amendments to the PayPal User Agreement

Effective 7 September 2022 (Residents of Mainland China will have an effective date of 26 September 2022):

  • Business accounts will not be able to receive personal transactions starting 31 October 2022.
  • PayPal accounts will not be able to send personal transactions to business accounts starting 31 October 2022.
  • If you integrate or reference PayPal services on your website, we are clarifying that PayPal may use automated technologies (e.g., website crawling) to assess your website to ensure compliance with the user agreement and to combat fraud.

Updates to your SEPA Direct Debit Mandate

Effective: 31 May 2022

  • We are updating your SEPA Direct Debit Mandate by including a field known as “Type of Payment” and listing this as “Recurrent”, which is consistent with the User Agreement in which you provide us with continuous authority when linking a bank account as a funding source to your PayPal account. We will also be updating your SEPA Direct Debit Mandate by including your address.
  • You will continue to enjoy the benefits of using a SEPA Direct Debit mandate as usual. Please be assured this update will not affect the service you receive in any way.

Changes to our notice practices

We will no longer be sending you, or other users in your market, emails about changes to our legal agreements unless we elect to do so as a courtesy. In accordance with our PayPal User Agreement, we will continue to post notice of changes which reduce your rights or increase your responsibilities on our Policy Updates page at least 14 days before such changes take effect. Please continue to check our Policy Updates page for such notices. By continuing to use our services after any such changes take effect, you agree to abide and be bound by those changes.

 

Amendments to the PayPal User Agreement

Effective 16 March 2022 (Residents of Thailand and Mainland China will have an effective date of 1 April 2022), we are:

  • Revising PayPal’s Seller Protection program to expand the list of ineligible items to include certain Non-Fungible Tokens (NFTs) with a transaction amount of more than $10,000 USD.
  • Updating the Dispute Fee and Restricted Activities terms to include actions we may take and the dispute fees we may assess if the seller engages in a Restricted Activity.

Amendments to all applicable Legal Agreements

Effective: 16 March 2022 (Residents of Thailand and Mainland China will have an effective date of 1 April 2022), we are:

  • Removing or modifying references to eBay that are no longer applicable, including discontinuing the following agreement:
    • eBay Billing Agreement
  • Adding the PayPal Partner Fundraising Program Terms and Conditions for residents of Argentina, Costa Rica, Dominican Republic, and Peru.

Amendments to the PayPal User Agreement

Effective 1 December 2021 (Residents of Malaysia, Thailand and Mainland China will have an effective date of 17 December 2021), we are:

  • Relocating PayPal’s Buyer Protection program and Seller Protection program terms to separate web pages. These program terms are accepted at the time you agree to the User Agreement and remain part of the User Agreement. The relocation is intended to make the terms easier to locate and navigate.
  • Revising PayPal’s Seller Protection program to clarify that proof of shipment and proof of delivery also must include an online verifiable tracking number.
  • Clarifying that abuse of our online dispute resolution process, PayPal's Buyer Protection program, and/or PayPal’s Seller Protection program are restricted activities as defined under the user agreement.

Amendments to the Fees

Effective: 28 January 2022 we are

  • We are simplifying the rates for sending PayPal Payouts and receiving international micropayments for users in Andorra, Albania, Bosnia & Herzegovina, Georgia, Croatia, Iceland, Monaco, Moldova, Serbia, Faroe Islands.
  • We are updating our Additional Fees by adding other currencies and applicable fees for withdrawals you make to your card (also known as Original Credit Transfers).

Amendments to the Data Protection Addendum for Card Processing Products

Effective 1 December 2021 we are:

  • Updating our Data Protection Addendum for Card Processing Products to incorporate the new Standard Contractual Clauses that were adopted by the European Commission in June 2021.

Amendments to the PayPal User Agreement

Effective: 10 September 2021 (Residents of Malaysia, and Thailand will have an effective date of 27 September 2021. Residents of Mainland China will have an effective date of 14 October 2021.)

  • We are revising PayPal’s Seller Protection program to clarify eligibility for certain claims involving travel tickets sold by the travel carrier.
  • We are requiring sellers to notify us of any pricing errors or discrepancies within sixty (60) days from having access to their account statement(s) or other account activity information.
  • We are clarifying the types of costs used to calculate the reasonable minimum estimate that we may recover if you engage in any restricted activities.
  • We are updating the Country/Region-Specific Terms for Singapore to comply with the applicable Singapore regulations/requirements.

Amendments to the User Agreement Fees

Effective: 10 November 2021 (Residents of Andorra, Albania, Bosnia & Herzegovina, Georgia, Croatia, Iceland, Monaco, Moldova, Serbia and Faroe Islands.)

  • We are introducing an additional service fee of 1.29% for some international commercial transactions between the EEA and the UK.
  • We are changing the additional percentage-based fees for international commercial transactions as well as simplifying our market/region country classifications for these fees. The fees are changing from the rates shown in the current User Agreement to the new rates shown on the updated Merchant Fee page HERE, which will be effective on November 10, 2021.

 

Amendments to the PayPal Acceptable Use Policy

  • We are revising the policy to clarify that violations may subject you to damages. We are also expanding the existing list of prohibited activities and clarifying the commercial activities requiring pre-approval.

 

Amendments to the PayPal Alternative Payment Methods Agreement
  • We are revising the Agreement to prohibit acceptance of payments for certain goods and services.

Amendments to the PayPal User Agreement

Effective: 31 May 2021 (Residents of Mainland China, Malaysia, and Thailand will have an effective date of 16 June 2021.)

  • We are further revising PayPal’s Buyer Protection and Seller Protection to be globally consistent and to further clarify which transactions are eligible for protection.
  • We are clarifying how sending or receiving donations are treated.

 

Amendments to the Fees

Effective: 31 May 2021 (Residents of Mainland China, Malaysia, and Thailand will have an effective date of 16 June 2021.)

  • We have changed the refund fee for residents of Mainland China who open a PayPal account and use the PayPal services. When you refund a transaction to a buyer, we'll retain the fees paid as set out on our Fees page.
  • We have changed the fee applicable to certain countries or regions for balance withdrawal to US bank account. From the above Effective Date, balance withdrawal to US bank account by users in Philippines, Indonesia, Japan, Republic of South Korea and the UAE will be subject to a 3.00% fee – and balance withdrawal to US bank account by users in Argentina and Columbia will be subject to a 3.50% fee.

 

Amendments to the PayPal Advanced Credit and Debit Card Agreement

Effective: 31 May 2021

  • We have changed the name of the PayPal Advanced Credit and Debit Card Agreement. The new name of this agreement is the PayPal Online Payment Services Agreement.
  • Please see the section “About this Agreement” at the start of the PayPal Online Payment Services for more information about the services covered by the agreement.
  • We have added terms to clarify how to use the PayPal Payment Button, and we have added terms to explain the use of the Recurring Billing and Recurring Payments features.
  • We are updating our Proprietary Rights terms.

Updates to the PayPal User Agreement for Asia Pacific, certain European and Latin American countries, Middle East and Africa

We’re making the following changes to our terms:

  • We are revising the listed exclusions to PayPal’s Buyer Protection and Seller Protection to be globally consistent and to clarify which transactions are eligible for protection.
  • We are revising PayPal’s Seller Protection so it does not apply where a merchant ships a physical item or fulfills a purchase order more than two days after being notified by PayPal that the transaction is being disputed, reversed, or is otherwise unauthorized.
  • We are clarifying our PayPal Payouts and Mass Pay services terms, including that they may only be used to make multiple or bulk payments, not individual or other ineligible payments, and that merchants are responsible for obtaining the applicable consents from their payout recipients.
  • We are clarifying the terms that govern communications between you and PayPal.
  • We are clarifying PayPal’s data protection roles and responsibilities in connection with the processing of personal data using the PayPal services.

Amendments to the Fees

  • The Dispute fee and applicable terms and conditions will now apply to residents of Malaysia who hold a PayPal account and use the PayPal services.

Updates to the User Agreement for Asia Pacific, certain European and Latin American countries, Middle East and Africa

Effective: October 31, 2020

(Residents of Mainland China, Malaysia, and Thailand will have an effective date of November 16, 2020.)

We’re making the following changes to our terms:

Amendments to the PayPal Account User Agreement (Effective October 31, 2020) (Residents of Mainland China, Malaysia, and Thailand will have an effective date of November 16, 2020.)

  • We are updating the policies with which you agree to comply when you open and use a PayPal account.
  • We are clarifying the circumstances under which Commercial Entity Agreements apply to business and personal accounts.
  • We are establishing a dispute fee and have added the applicable terms and conditions. (This will not apply to residents of Malaysia who hold a PayPal account and use the PayPal services.)
  • We’re updating PayPal’s suspension and termination rights in relation to Malaysian customers.

Amendments to the Fees (Effective October 31, 2020) (Residents of Mainland China, Malaysia, and Thailand will have an effective date of 16, November 2020.)

  • We’re removing the Merchant Rate for both domestic and international payments for merchants in Mainland China. Merchants domiciled in Mainland China will now pay our Standard Rate for transactions.
  • We have changed the fee applicable to certain countries or regions for balance withdrawal to US bank account in the “Withdrawing your Balance” section. From the above Effective Date, balance withdrawal to US bank account by users in Kenya, New Zealand and Singapore will be subject to a 3.00% fee – and balance withdrawal to US bank account by users in Chile and the Dominican Republic will be subject to a 0.50% fee.
  • We have changed the fees applicable to withdrawals you make to your card for users in Philippines.

Amendments to the PayPal Advanced Credit and Debit Card Agreement (previously the PayPal Website Payments Pro Hosted Solution and Virtual Terminal) (Effective October 31, 2020)

  • We have changed the name of the PayPal Website Payments Pro Hosted Solution and Virtual Terminal Agreement. The new name of this agreement is the PayPal Advanced Credit and Debit Card Agreement. PayPal Website Payments Pro Hosted Solution will now be referred to as “Advanced Credit and Debit Card Payments.” The new name of this agreement reflects this change.
  • Please see the section “About this Agreement” at the start of the PayPal Advanced Credit and Debit Card Agreement for more information about the Products covered by the agreement.
  • We are revising the notice provisions to better align with the PayPal User Agreement (including the amount of advance notice required for changes to the agreement).
  • We are updating our data processing terms to reflect that PayPal is a data controller for payment processing and fraud services.
  • Fraud Protection is now an optional additional service in the Advanced Credit and Debit Card suite of functionality. We have set out the terms and conditions for our Fraud Protection product.

  • We are updating the policies with which you agree to comply when you open and use a PayPal account.
  • We are clarifying the circumstances under which Commercial Entity Agreements apply to business and personal accounts.
  • We are establishing a dispute fee and have added the applicable terms and conditions. (This will not apply to residents of Mainland China who hold a PayPal account and use the PayPal services.)
  • We’re updating PayPal’s suspension and termination rights in relation to Malaysian customers.

  • We’re removing the Merchant Rate for both domestic and international payments for merchants in Mainland China. Merchants domiciled in Mainland China will now pay our Standard Rate for transactions.
  • We have changed the fee applicable to certain countries or regions for balance withdrawal to US bank account in the “Withdrawing your Balance” section. From the above Effective Date, balance withdrawal to US bank account by users in Kenya, New Zealand and Singapore will be subject to a 3.00% fee – and balance withdrawal to US bank account by users in Chile and the Dominican Republic will be subject to a 0.50% fee.
  • We have changed the fees applicable to withdrawals you make to your card for users in Philippines.

 

Amendments to the PayPal Advanced Credit and Debit Card Agreement (previously the PayPal Website Payments Pro Hosted Solution and Virtual Terminal) (Effective October 31, 2020)

  • We have changed the name of the PayPal Website Payments Pro Hosted Solution and Virtual Terminal Agreement. The new name of this agreement is the PayPal Advanced Credit and Debit Card Agreement. PayPal Website Payments Pro Hosted Solution will now be referred to as “Advanced Credit and Debit Card Payments.” The new name of this agreement reflects this change.
  • Please see the section “About this Agreement” at the start of the PayPal Advanced Credit and Debit Card Agreement for more information about the Products covered by the agreement.
  • We are revising the notice provisions to better align with the PayPal User Agreement (including the amount of advance notice required for changes to the agreement).
  • We are updating our data processing terms to reflect that PayPal is a data controller for payment processing and fraud services.
  • Fraud Protection is now an optional additional service in the Advanced Credit and Debit Card suite of functionality. We have set out the terms and conditions for our Fraud Protection product.

We’re making the following changes to our terms:

  • We’ve added items intended for resale, including single item transactions or transactions that include multiple items, as items that will be ineligible for reimbursement under PayPal’s Buyer Protection.
  • The section on eligibility for PayPal’s Buyer Protection program has also been amended to clarify that if you are a buyer, you must now also attempt to contact the seller to resolve your issue directly before filing a dispute through the Resolution Center.
  • If you are a seller and lose a claim under PayPal’s Buyer Protection program and the buyer’s claim was that the item received was Significantly Not as Described, you may not receive the item back, or you may be required to accept the item back and pay for the return shipping costs.
  • We have added terms to the section on PayPal’s Seller Protection program. These include:
    • certain intangible items may be eligible for PayPal’s Seller Protection, subject to meeting certain Intangible Goods Additional Requirements;
    • to be eligible for PayPal's Seller Protection, a new basic requirement is that the payment must be marked “eligible” or “partially eligible” in the case of Unauthorized Transaction claims, or “eligible” in the case of Item Not Received claims, for PayPal's Seller Protection on the Transaction Details page.
    • We have clarified what is required as proof of shipment or delivery for both physical and intangible goods

Effective: March 16, 2020

We’re unveiling an entirely redesigned User Agreement for our customers. We’ve worked hard to make this new User Agreement a more user-friendly experience with content that makes it easier for you to understand your rights and obligations when it comes to using PayPal’s products and services.

Here’s what we’ve done:

We’ve redesigned the User Agreement to simplify its format, with new color-coded headings so you can find the information most relevant to your account more easily. We’ve revised and reorganised the content of the User Agreement to be easier to follow and to include information where you’d naturally look for it. Except as described below, we’re not changing the meaning of what we say, only how we say it and where you can find it.

In addition to redesigning the User Agreement, we’re making the following substantive changes to our terms:

  • We’re updating the notice period for when we make any changes that reduce your rights or increase your responsibilities under the User Agreement. The notice period will be reduced from 30 days to 14 days (except for residents of Mainland China, Malaysia and Thailand).
  • We’ve made it clearer when and how our fees are charged.
  • If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid will not be returned to you. (This will not apply to residents of Mainland China who open a PayPal account and use the PayPal services.)
  • We’ve added terms that sellers must not present any payment method or mark upstream (or at an earlier point in the checkout experience) from the presentment of any of PayPal’s services or marks.
  • We’re clarifying that in order to allow PayPal to assess the level of risk associated with business accounts, you must cooperate with PayPal’s reasonable requests for financial statements and other documentation or information in a timely fashion.

We’re making the following substantive changes to our terms:

  • Exhibit A Fees
  1. We’re removing the range of Merchant Rates for both domestic and international payments* set out in clause 2 “Commercial Payments Fee,” except for the following countries or regions in which the Merchant rate is still available: Mainland China and Japan (“Applicable Countries or Regions”). Merchants domiciled in the Applicable Countries or Regions will now pay our Standard Rate for transactions.
    * Effective date of change for Malaysia is subject to regulatory approval.
  2. We have changed the fee applicable to certain countries or regions for balance withdrawal to US bank account in the “Withdrawing your Balance” section of Clause 4 “Additional Fees”. From the above Effective Date, balance withdrawal to US bank account by users in United Arab Emirates, Colombia, Argentina, Costa Rica and Peru will be subject to a 2.50% fee.
  3. We have clarified the fee for withdrawals using the functionality directly available in PayPal Accounts by the users in United Arab Emirates, Morocco, Kenya, Colombia, Argentina, Costa Rica, Peru, Chile, Dominican Republic in the “Withdrawing your balance” section of Clause 4 “Additional Fees”

Where a currency conversion is required, it will be completed at the transaction exchange rate we set for the relevant currency exchange. The transaction exchange rate is adjusted regularly and includes a Currency Conversion Fee applied and retained by us on a base exchange rate to form the rate applicable to your conversion. The base exchange rate is based on rates within the wholesale currency markets on the conversion day or the prior business day; or, if required by law or regulation, set at the relevant government reference rate(s). The transaction exchange rate applicable to your conversion may be applied immediately and without notice to you. You may have the option (depending on the country/region you are residing in and the type of funding source) to Opt Out of currency conversion before you complete the transaction by selecting Other Conversion options on the Review Your Information page during checkout.

Where a currency conversion is offered by PayPal at the point of sale, you will be shown the exchange rate that will be applied to the transaction before you proceed with authorizing the payment transaction. By proceeding with your authorization of the payment transaction you are agreeing to the currency conversion on the basis of the exchange rate. Where a currency conversion is offered at the point of sale by the Merchant, not by PayPal, and you choose to authorize the payment transaction on the basis of the Merchant’s exchange rate and charges, PayPal has no liability to you for that currency conversion.

Where your payment is funded by a Debit or Credit Card and involves a currency conversion by PayPal, you consent to and authorize PayPal to convert the currency in place of your Credit or Debit card issuer.

PayPal Local Payment Methods Agreement - Effective Date: 30 January 2019

As a reminder for merchants using PayPal to receive Commercial Transaction payments, on 11 December 2018 PayPal started to enable some customers without Accounts to send payments to merchants’ Accounts using alternative local payment methods. For this purpose, Section 3.1 of the User Agreement for PayPal Services was amended to clarify how further terms of use apply to merchants when they integrate into their online checkout/platform any functionality intended to enable a customer without an Account to send a payment to the merchant’s Account. This includes the PayPal Local Payment Methods Agreement. At the date of this notice, Section 3.1 applies (and will continue to apply) from the Effective Date.

Updates to the User Agreement for PayPal Services– Effective Date: 28 March 2019

To help you understand your rights and obligations when it comes to using PayPal’s products and services, we’re making the following substantive changes to our terms:

  • Clause 9.1: We’re clarifying which transactions are eligible for Seller Protection.

To align our pricing globally, we’re standardising the fees payable by our merchants. To do this, we’re making the following substantive changes to our terms:
